New guy, sorry for being somewhat ignorant, but can someone help me understand what these picks are for? Prospect draft? Being thrown a bit by the 1a, 3a designations.

Yeah its for the prospect draft. Since it is the inagural year we have 6 rounds for the draft instead of the typical 4 so we can build a minor league roster up. The 1A and 3A rounds are the extra two rounds, and are indicated that way as supplemental rounds for salary purposes once they are promoted.
